Dr. Justin Hooks

Dr. Justin Hooks is the Education Committee Chair for the Michigan Council of Nurse Practitioners (MICNP). He is a retired paramedic turned board-certified family nurse practitioner (FNP-BC), HIV Specialist (AAHIVS), and HIV Prevention Certified Provider (HIV PCP). With over 20 years of experience in healthcare, his expertise spans primary care, LGBTQIA+ health, HIV prevention, and clinical research. He has held roles in emergency medicine, quality improvement, and healthcare education, shaping future providers through undergraduate and graduate nursing instruction.

Dr. Rachel Hetzner

Rachel is the President-Elect for Michigan Council of Nurse Practitioners (MICNP).  She is a DNP-prepared Adult/Gerontology Primary Care NP and has been practicing for over 10 years.  She has her own cohort of patients at her practice in the Metro Detroit area and treats acute and chronic health conditions in patients 12 years and older.  She is also a tenure-track Assistant Professor at the University of Michigan's Flint campus.  She is the lead of their Adult/Gerontology Primary Care NP program and also teaches Health Policy.  Rachel has been active in both MICNP and AANP for many years and remains actively engaged in legislation that protects and progresses the NP profession.

Dr. Jen McConnell

Jen is the 2025 PR & Marketing Committee Chair for the Michigan Council of Nurse Practitioners (MICNP). She holds a Doctorate of Nursing Practice and is a dual certified nurse practitioner in both Family (FNP-C) and Psychiatric Mental Health (PMHNP-BC). She has over 20 years of extensive experience in the healthcare field and has served in multiple academic roles teaching undergraduate and graduate nursing as well as medical emergency simulation for dental and hygiene students. Jen currently works full-time as a psychiatric nurse practitioner in an outpatient clinic in Michigan.

Dr. Beth Kuzma

Elizabeth Kuzma, DNP, FNP-BC, is a Clinical Associate Professor at University of Michigan's School of Nursing (UMSN) in the Health Behavior and Biological Sciences department. As a Family Nurse Practitioner she is committed to working with vulnerable and underserved populations, particularly at-risk, high ACE youth. Dr. Kuzma is an expert in providing holistic, trauma-informed primary care with cultural humility, including health promotion, disease prevention, management of minor acute and chronic conditions. She has experience in nurse-managed care settings, school-based settings, in a local health department. Her research and scholarship focus includes a variety of adolescent health issues, particularly related to trauma, sexuality and gender identity, as well as integrating these content areas into NP education.

Dr. John Mailey

Dr. Mailey's nursing career began in 1994, working with medical-surgical patients. Since 1996, he has been a critical care nurse, with experience in trauma, transplant, cardiovascular, neuroscience, vascular, medical, and rapid response patients. He has also held roles in hospital administration. His academic credentials include an associate degree from Washtenaw Community College, a BSN from Oakland University, a master’s degree from South University, and a DNP from the University of Michigan. Dr. Mailey has conducted extensive research and possesses broad operational knowledge of Rapid Response System (RRT) implementation and operation. He has published numerous articles and lectured nationwide on this topic, and he has consulted multiple institutions on establishing their own RRTs. As a primary care adult gerontological nurse practitioner, Dr. Mailey is particularly interested in working with underserved populations.
